The Terre Haute Area Metropolitan Planning Organization (THAMPO), the designated Metropolitan Planning Organization (MPO) for the Terre Haute Area Urbanized Area, has developed this Title VI Implementation Plan Pursuant to the Title VI of the Civil Rights Act of 1964, which states:
“No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”
Furthermore, this Title VI Implementation Plan follows the Department of Transportation regulations within Title 49, Code of Federal Regulations (CFR), Department of Transportation (DOT), subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation-Effectuation of Title VI of the Civil Right Act of 1964. The purpose of the 49 CFR Part 21 is stated as:
“….. to effectuate the provisions of Title VI of the Civil Rights Act of 1964 to the end that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance from the Department of Transportation.”
Any person or persons who believe they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the MPO. The entire Title VI Complaint procedure can be found in Appendix A of this Plan. Any such complaint must be within one hundred eighty (180) days following the date of the alleged discriminatory occurrence.
