As part of the federally prescribed metropolitan transportation planning process, the Metropolitan Planning Organization (MPO) must publish an Annual Listing of Obligated Projects (ALOP) for which federal funds, provided under 23 U.S.C. or 49 U.S.C. Chapter 53, were obligated in the preceding program year.  Fulfillment of this Congressional mandate is intended to increase the transparency of federal government spending on transportation projects within a metropolitan planning area (MPA) to state and local officials, and to the public at large.
